The Second Constitution of Infaru was created to patch holes in the 1st Constitution of Infaru after Executive order 001 and extreme Supreme Court corruption to fix three issues:
- The Supreme Court having unlimited power to declare anything constitutional or unconstitutional with no oversight,
- The President's Executive Orders being too powerful,
- Parliament being generally weak.
The Second Constitution fixed these issues by:
- Creating a low court to handle everyday player related issues and a high court made up of staff and low court judges to handle constitutional related issues,
- Removing the President's ability to veto bills or create executive orders, and removing them from the cabinet that Executive Order 002 created , giving the cabinet to the Consuls instead,
- Ultimately these changes resulted in a more empowered parliament.
