The Kinocracy
"The Kinocracy" or "The Kinoregime" is used to describe Kino Volchok's mayoralship of Urbis City, the events, and their set of policies and plans.
Background & Election
Before Kino Volchok's rise to power as Mayor, Urbis City was in shambles. The community was disorganized, and Urbis was rapidly losing its position as the #1 town in Faru, lagging behind Markarth and Zallisburg.
Kino Volchok, a resident of Urbis passionate about the town, ran for Mayor as an independent. Kino would campaign under her "great leap forward", her qualifications as a Judge, CEO of Kino-Film, a diplomat, and on her endorsement by then-mayor Aleksandr Novak, then co-mayor Vladimir Markov, and former Urbis senator Maon Vukusti.
Kino would win the Mayor position in the September 2024 Urbis City Mayoral election against Wanda Ward Jr.
Policies
Kino's policies, and the kinocracy in general, was defined by a promise for a "Great leap forward" which included:
- The development of East Urbis,
- The creation of a town charter,
- A surveying & mapping project, road naming and a land audit,
- (Secretly) The creation of a Town Discord,
- The creation of city services, such as a fire department and hospital,
- Food stability in Urbis,
- Assembling the Urbis Urban Assembly on a frequent basis,
- Furnishing empty buildings and rebuilding ugly builds,
- Long term leadership,
- An industrial effort including a brick factory, public storehouse and supersmelter.
Timeline of Events
Events soon before the election
- Kino Volchok would create UCFRD, Urbis City's fire department, as a non-profit (that would later become a city agency in the Urbis City Fire Code) with her as the Chief.
- Kino would create the Fire Hydrants that dot Urbis City.
27 September 2024:
- Kino Volchok is elected mayor.
- Kino Volchok opens the Urbis City discord.
- The decision was expected to be very controversial (as many Urbisians are vocal critics of discord larp), however Kino made an effort to reduce the chances of discordlarp as much as possible, and combined with the absolute need for community communication, most critics learned to appreciate the discord server.
- Kino would renovate Forum Hill in anticipation of the UA meeting.
- Kino names Loupius St. and Grievous Bodily Harm Alley.
- Kino is sent to the hospital by a cossack attack while renovating forum hill, due to refusing to let Unshameless join Urbis City as a resident.
- Kino Volchok holds the 27 September 1924 UA meetings at 4pm PST. Among discussion of the great leap forward, the meeting also resulted in the passing of: The Urbis City Fire Code; UA Quorum act; The Clean Streets Act; and The Kinocracy Act.
- The meeting was one of the most successful UA meetings Urbis had in a long time and was met with praise. It reached over 10 participants and lasted for 40 minutes, or until ~4:40PM PST.
- Kino appoints Wanda Ward Jr. and Delphin to a commission to develop an agricultural borough of Urbis.
- Kino begins the Urbis City charter, creating a committee with Aleksandr Novak, Thinqq and Renarchat.
- Kino Volchok begins renovation of the new town hall building next to 31 Fox Street.
28 September 2024:
- Kino enacts the LEGIACCESS and Town Hall Codification orders
29 September 2024:
- (Canonically debated - Retconned by staff): Kino declares a state of emergency and declares martial law due to the Av Rosting Government crisis.
- (Canonically debated- Retconned by staff): As acting commander of the Urbis Militia, Kino with other government security, police and military forces secure the senate building and surrounding area.
30 September 2024:
- Kino creates a deadline on 10/13 for the creation of a charter and construction of a warehouse, threatening to rename the town to Bologna and consolidate power from the UA should the deadline not be hit.
