The Treaty of Sinos is an important legal document of Carpesia, establishing uniform legal processes for all cities serving under the Prince. The document was created and signed on August 8, 1789 and put into effect with the start of canon time on August 16, 1789 or April 21, 2025.
Background
The treaty was conceived of, negotiated, written and signed at the Prince's estate, in a meeting between all three Lord-Mayors aiming to create some common systems for the cities. The meeting was successful, with Lord-Mayor Tourmoic putting forward several proposals which were all agreed upon by the other Mayors.

The treaty is made out of a preamble as well as four articles.
Preamble
The preamble gives the document a binding nature and states that the document may be amended no more than twice a year. It also states the purpose of the document, that being creating fairness in regulation between cities and making sure that the cities may serve the Prince to the best of their abilities.
Article one
The first article creates a unified port toll between all cities that sign the treaty, that being of three Gilders. Furthermore the toll is meant as a source of income for the Prince, with a third of it said to be put aside for his treasury.
Article two and three
These articles were added in light of peasants, especially of the Prince's personal domain, settling in cities freely. This seemingly upset the prince, and in this light the Lord-Mayors agreed that to best serve the Crown was to also restrict membership to cities; A formal concept of citizenship was established, where citizens were granted a right to property within cities they are a member of and be exempt from their own tolls. Furthermore peasants living in the Crownlands were forbidden from moving into a City without express permission from the Prince himself.
Article four
The fourth article simply states that the treaty is legally binding and threatens dissenters with punishment with the force of the law under the Prince's court.

This treaty has for a purpose to create fairness in regulation between the Prince's most loyal Cities, and as further purpose to make sure they may serve His Luminescence to the best of their abilities. The articles laid out before us shan't be violated under the threat of the Prince's law, his most faithful order, and realm.
This treaty exists on behalf of and binds the Cities; and may be revised and amended no more than twice a year by a meeting and the consent of all the Prince's Lord-Mayors. |
ARTICLE I.
Tolls on ports must remain in place and at a rate of three Gilders per day for every ship that comes to the port of a City. At least one Gilder of that toll shall be given to the Prince as a tax. |
ARTICLE II.
All Cities must have a formal Citizenship, where all subjects of the Prince permitted to own property, be exempt from the City's tolls, and be granted rights and privileges of a Burgher according to local custom must be recorded and known. All subjects born within a City to Citizens shall be Citizens to said City. Any person not born Citizen shall have to pay at least sixty Gilders to the City to be added to the record of Citizenship; and furthermore it is to be re-iterated that no one not a Citizen shall be able to own property, be exempt of tolls or occupy a building or stall within the City without rent. |
ARTICLE III.
No peasant of the Crown shall be allowed to desert to the Cities without the Prince's written approval. |
ARTICLE IV.
It is said again that this treaty is BINDING and all cities regardless of a change of Mayor will follow this treaty, and that violations of it shall be brought upon and punished in the Prince's court with the force of LAW. |
