The Premier of Faru is the head of the Farun government and presiding officer of the Farun Senate. The current premier is Peter the Great, selected by the Senate on December 13, 2024. The Premier governs with the confidence of the Farun Senate, thus the post is generally and has always been occupied by a Senator.

Role and relationship with the Senate

Original purpose and transformation

The role of Premier has its roots in the speakership of the Senate, originally being meant to mainly be the presiding officer of the Senate, however always was granted some executive power by the original text of the constitution. The role has evolved over the years, and has shifted away from being a presiding office and towards being the main executive office of the Republic of Faru.

In the text of the constitution, the term "Premier" is used interchangeably with "Speaker", showing that the authors of the text intended for the main role of the office to be that of the leader of the Senate. However, the office was also granted responsibility over one of the two constitutionally enshrined ministries, the Ministry of the Interior. This mixed messaging was taken advantage of by early Senators, who used their legislative power to expand the role. One of the earliest examples of this, during the first and second Senates, was giving control of the Ministry of the Treasury to the Premier, which set a precedent that new ministries would be put under the control of the premiership. Following this, the Senate separated the role of "Premier" and "Speaker" in its internal house rules, mandating that the Premier delegates the presiding powers to another. This act cemented the Premier's status as a mainly executive role.

Much later, the Premier also became the successor to the President in case of the latter's death, a line of succession that is not reciprocated. This shows how Faruns have put a special importance upon the role of Premier, and how it has become the first and most powerful executive role within the republic.

Head of Government

Due to being the leader of the Farun Senate, the Premier holds much leverage over the composition of the cabinet, and despite not controlling all of it, is often able to decide most of its members, and often leads cabinet meetings. This can however change, with some stronger presidents taking a more prominent role in leading the government and creating a power-sharing situation where the senatorial and presidential parts of the cabinets may coordinate very little or not at all.

Relationship with the Senate

The Premier is selected by the Farun Senate with a simple majority vote. The role is usually filled by the parliamentary leader of the largest group within the Senate, however due to the legislature's small size it is not rare that there is no "largest group". In this sort of scenario, whoever has the most guts, moxie, and ability to put together a coalition is usually selected as Premier.

The Premier governs with the confidence of the Senate, and can be removed at any time with a vote of no confidence. It is not unusual for a governing party or coalition to swap through several premiers within one term, either because one gets too busy to fill the role, a better candidate was elected following a special election or other miscellaneous reasons other than a government being brought down.
