Delphin Feucoeur (Born July 4, 1900, age 28) is a Politician currently serving as Premier of the Eleventh Farun Senate, Mayor of Winterfell since its founding in 1924. She is most famous for founding Winterfell, her candidacy in the 1926 Presidential Election, the attempt on her life by assassin Gregoire Maison, the Liberation of Urbis City after the ZNLF attacks, founding the Urbis People's Militia, and the alleged murder of all but one members of the Farun Vanguard Party.
Early Life
Delphin Feucoeur grew up in the Republic of Anguille as the daughter of unnamed parents. She had one sister and lived in a small communal community on the outskirts of Vacheston, a port city. Little is known about her early life, but she had a close relationship with a friend of hers named Marc Durand and her sister, Anne. Her time was largely taken up by manual labour.
Young Adulthood
When Delphin was eighteen years old, her family came under attack by bandits, resulting in the death of her mother and the kidnapping of her sister. This event dramatically impacted Delphin, and, compounded with the death of her lover Marc, inspired her to flee Anguille on a trade ship.
Ending up in the Slorbian region of Farinküste, Delphin was subject to extreme racism by the Slorbians, many of whom had never seen someone of Anguillan descent in their lives. After months spent on the streets, she managed to find employment in a restaurant, slowly began making a living for herself, and even learned Gilgerian. However, after roughly one year of employment, a Slorbian police officer discovered her working in the restaurant and arrested her. She would go on to spend one year in a Slorbian Prison, growing jaded to the cruelty of life, getting into frequent fights with other inmates, and manipulating her way through prison life. She wrote in her journal about the many hardships she faced here, even implying that she was a victim of sexual assault.
Escape to Faru
One night, the prison guards rounded up all of the foreign prisoners onto a boat. Sailing out into international waters between Slorbia, Faru, and Bloatia, the guards opened fire on the prisoners, killing all but Delphin, who escaped by leaping overboard. After a desperate swim to shore, Delphin washed up in Providence on the banks of the Flumen River. Uncertain of how safe she was in Faru, she fled into the forests south of Urbis, eventually constructing a homestead for herself there. After three years, a fire raged through the forests, burning down her home and causing her to flee to the North, founding Winterfell.
Early Political Career
Delphin Feucoeur began her political career in 1924 by joining the Liberal-Conservative Party. While believing in progressive policies herself, she campaigned for the National Mandate Caucus, correctly predicting that it was the fastest way into a position of prominence within the party. In 1926, she managed to secure the Liberal-Conservative Party's nomination for President of Faru when she warned former Premier Maon Vukusti about a planned Vote of No Confidence by the National Mandate Caucus. In the first round of voting, Delphin polled extremely well, coming in just shy of the 50% required to win on the first round with a split vote.
Assassination Attempt
However, in the time between the first and second round of the 1926 Presidential Election, she was stabbed by assassin Doctor Gregoire Maison. Mortified at his own actions, Maison took it upon himself to secretly nurse Delphin back to health as she fell deeper into a severe coma. That coma would grip her for exactly one year, more than enough time for people to believe she had died, but on the 4th of December, 1927, Delphin awoke from her coma and rejoined society.
Later Political Career
Having missed the collapse of the Liberal-Conservative Party, and faced with extremely few connections, Delphin reached out to former client, friend, and possible love interest[1] Arno Fleischer for guidance. Heeding his suggestion, she joined the Progressive Party of Faru. Campaigning hard to cement herself as a foundational member of the party, she was soon after elected as Vice Chair of the party, won the Senatorial race in District 8 in the 1928 general elections, and, with a bipartisan supermajority vote, was elected to be the Premier of the Eleventh Farun Senate.
