The Urbis People's Militia (UPM) was a right-wing paramilitary group that was founded by Delphin Feucoeur in 1923. It was Delphin's premier entrance into the broader political scene of Faru, and was founded with the stated goal of opposing left-wing movements and killing left-wing politicians.

Background & Motivation

Founded initially as a personal project for Delphin, and operated out of the basement of her cabin in the Urbis Woods, the Urbis People's Militia was created due to Delphin's personal disgust with the homeless encampment on Parliament Lawn and the National Government's failures to prevent civilian casualties in the Farun Bush War.

Prior to the founding of the Militia, Delphin was an extremely reclusive figure, not having met a great deal of citizens of Urbis, rarely leaving her homestead and venturing into the big city. The peak of her social interaction was in the form of small talk with passers-by on the Urbis-Jeffersonlandia Road. However, the founding of this militia put her in contact with Æsël Blanch, a right wing activist and politician, and Bistoc, the current Minister of Defense. Creating a secret network of tunnels underneath the city, the UPM's headquarters was a cavern located roughly beneath central Main Street. For the first year of the UPM's existence, there were no recorded activities undertaken by the group, but records from the group suggest that they took this time to establish secret pathways and hideouts all over the city. However, as the political situation in Urbis grew increasingly unstable, the UPM would place itself on the map.

Opposition to the 1923 Homeless Rebellion

According to witnesses of the 1923 Homeless Rebellion, Delphin Feucoeur frequently engaged in both verbal spats and physical altercations with Homeless leader, Koi Goodfox. The most extreme of these confrontations resulted in former police chief, Av Rosting, chasing Delphin through the city. Delphin would later escape through one of her tunnels around the city after a brief but decisive engagement against the former police chief. Members of the UPM were also known to have fired shots at the homeless encampment from rooftops all over Urbis.

Attacks on the Farun Vanguard Party

In the early months of 1924 (5 September, 2024), the Farun Vanguard Party hosted an extremely controversial rally on the Parliament Lawn, Delphin climbed the Urbis City Public Library. Shortly after the brief argument between former President John McHale and chairman of the Vanguard Party, Felix Loupis, the rally was supposed to conclude. As the party members began walking back to their Headquarters, Delphin opened fire on the column of members, hitting Loupis and prominent member Mikhail Jon in the body, and killing lower member BeavisLaCoolKid instantly with a headshot. Quickly identifying the shooter, the FVP members and Urbis Police quickly gave chase. The chase took the belligerents down the Urbis-Jeffersonlandia road and beyond, culminating in a guerrilla conflict in Zallisburg. Hiding in the urban sprawl, Delphin singled out another FVP member, Ceasar4408, and stabbed him to death with a dagger. Fleeing into the forests of South Faru, the FVP and Police lost track of Delphin, and she returned to Zyzyx Tavern, where she would lay low for the next few weeks.

In the following months, nearly all of the former FVP members would be killed, and while the perpetrator remains officially unknown, it is common belief that the UPM was responsible for these killings. These suspicions are particularly strong in the case of Drago Venusa, who was found strangled in his home in Cerise, with blue and white stripes painted over his face, notably the colors of the UPM. The lone surviving member of the Farun Vanguard Party is Vladimir Markov.

Participation in the Farun Bush War

During the Farun Bush War, the Urbis People's Militia played a limited role as combatants, allying with the Farun Military against the Ape State. Their operations during the Bush War included attacks on Ape supply Depots in the Jungle, Arson, attempts to get the Apes addicted to drugs, and brief guerrilla ambushes on Ape forces in Urbis.
