Miners' and Soldiers' Council of Divesk (French:Conseil des mineurs et des soldats de Divesque) was a town settlement in central Faru. Organized as a workers' government, the MSC of Divesk was administered by the Council of Divesk. The members of the government were primarily a part of the Revolutionary League of Shop Stewards.

History

Founding and Company Town

The settlement was founded by the Mineral Mining Company on the 16th of April after auction of free land for settlement from the then-mayor of Urbis City won by the Company. De_Remuva was established as the mayor of the Mineral Mining Company Town that day. Expansion was slow and gradual, with a creeper farm established and many ores collected. The company town organized Commodity Brigades as a means of transporting the products sold to other cities, such as Liberty City.

Revolution

Following discontent over working conditions and low wages, the workers of the Mineral Mining Company and residents of the company town protested for change. The growing movement was supported and advanced by Sebastian Azud, head of local Revolutionary League of Shop Stewards. On the 23rd of April the workers, including De_Remuva by this point, stormed the company and town headquarters. The settlement was renamed the Miners' and Soldiers' Council of Divesk and declared a provisional workers' government. The company was seized and reorganized as a self-managed entity under the control of the Council named the Institutional Mining Company. The head of the council was popularily selected to by Azud while the General Secretary of the IMC and Mayor of the town remained to be De_Remuva. The MSCD soon after created links to the Cossacks, particularly a deal to mine resources there for a period of time. However, the MSCD declared that it is not a separatist entity or movement.

Council Rule

The MSCD was re-working its city and life. It constructed various buildings of open communal kitchens, apartments, amphitheatres and halls for political education. On the 24th of September some government changes, including the changing of the head administrative title from "Mayor" to "Lord Lieutenant" was executed in order to remove remnants of the previous regimes. Divesk signed an agreement of food supply to the City of Markarth. That same day, the 29th, the provisional government declared a revolutionary congress to take place in order to facilitate a new constitution. The planned constitution featured decentralization of the governing functions of the administration as well as the dissolvement of the council itself.

End

On the 13th of September, as the Congress was in the final drafts of the constitution-to-be before the vote, every single member present as well as all the residents of Divesk present mysteriously spontaneously disappeared through non-known means. Those residents not present in the town at the time quickly had to abandon it due to the low number of people.

Government

Following the revolution, the government established by the revolutionaries had been provisional, largely keeping some vestiges from the previous regimes.

Executive

In the former regime, the executive, responsible for the on-goings of administration, was headed by the Mayor. The position was appointed by the Mineral Mining Company. After the revolution, the Mayor position, re-named to Lord Lieutenant, remained though now selected by the legislature. The provisional government had not set determinant term lengths.

Legislature

The previous government did not have a legislative organ and so a provisional council was organized by the revolutionaries. Formed by popular election the day of the revolution, the Soldiers' and Miners' of Divesk's Delegated Popular Power Council, also known as the Council of the Miners' and Soldiers' Council of Divesk, or The Council, was formed. It appointed the Lord Lieutenant and legislates the laws.

Provisional nature

Due to the provisional nature of the current government, a congress has being held since the 29th of September to create a new permanent constitution. However, on the 13th every member of the congress spontaneously disappeared.
